My guess is that due diligence on the builder also played a part in the decision.
Building one or two homes is not going to make a significant difference in affordable housing in my opinion. That money can surely be used in a much more efficient manner impacting multiple families instead of just one.
That did come up at the committee level. I saw there were some cases in CCAP but didn't have a chance to get to the courthouse to see it.
My suspicion is that the concept was to try to kill two birds with one stone: Add affordable housing while also adding much-needed single-family housing.
I don't think anyone thought the bill would come in that much higher. Staff is required to present it to the committee - they put out a bid and they themselves acknowledged the sticker shock.
It is interesting to me that two of the three who voted for it in committee changed their minds at council.
The bigger story that I plan to dive into is how much have rates of single-family home building decreased? I am starting that now.
