It's been frustrating because the Herald has been long in decline and the requirement for paid subscribers seems outmoded. I noticed the statute does now include digital and electronic publications, but the paid subscriber part still persists. It also talks about "copies" which is a very outmoded way of referring to news. But most importantly, I could never understand why paid subscription was ever important. A free paper like the City Pages likely gets in front of more people than the paid Daily Herald. I will definitely be writing more about this.
