I understand that if the city doesn’t collect the $1.5 million from the water utility it will just have to get from somewhere else however I believe the payment in lieu of taxes is very deceptive and inappropriate in this case. I applaud Tom K. for bringing this to light because otherwise residents would never have known. This is not the way government should operate, it’s sneaky and very non-transparent. A good example of why people don’t trust government.
