To be fair, grant money isn't "free" either. It's source is also ultimately taxes - or inflation. The entire situation is an object lesson in the perils of top-down centralized bureaucratic micro-management, done to advance nakedly partisan political goals rather than economic, as evidenced by the required project signage.
