During the 2/17 meeting Jessica Trautman says “…the board was leaning toward referendum but as discussions went on the thought is what if the referendum fails and we have to fee them anyway…”

That's essentially what the administrator told me too, but the board wasn't just "leaning" toward it, it voted to hold a referendum and approved language for it. Then just nothing. There should have been a vote somewhere with an agenda item the public could have seen. There wasn't. And by February it was a moot point since they no longer could have submitted a referendum question for the spring ballot.

My guess is that these discussions took place some time during the budget. And that's fine. But if it no longer made sense the board should have taken some formal action, since it took formal action to hold the referendum in the first place.
