I mean, maybe, but most of them are so boring I doubt they convince anyone. Have you ever gone anywhere because of one of those types of articles? Honestly I think the snowball fiasco has a better effect. The Police Department's video response was pretty good. I think it's the quirky stuff that piques people's interest.

Good point, maybe years ago before the internet. Developers and general contractors advertise in the municipal magazines and they probably read certain magazines that cater to municipal needs. ThatтАЩs probably apples to oranges, vs tourism; IтАЩll go on record saying Wausau is not trashy, so could hardly be considered the bottom of that silly listтАж and IтАЩve seen some pretty rough things in this world and WI.

Developers might be a different story - perhaps a city that's advertising heavily is a signal that it's open for business and development. Anyway, lists like this are just meant to stoke up outrage so they get shared around a lot. Funny, because I just heard one of the business podcasts I listen to talk about the same thing. It put Baltimore on one of the best places to live lists or something like that, clearly meant to get people talking and sharing the post.
